Navigating the New Norm: China’s Regulatory Changes for Graphite Electrodes

On October 20, the Ministry of Commerce and the General Administration of Customs issued an ‘Announcement on Optimizing and Adjusting Temporary Export Control Measures for Graphite Items,’ which will be officially implemented on December 1, 2023.

The announcement specifies that artificial graphite materials and products with high purity (purity >99.9%), high strength (flexural strength >30Mpa), and high density (density >1.73 grams/cubic centimeter) cannot be exported without permission. Likewise, natural flake graphite and its products, including nodular graphite and expanded graphite, also require permission for export.

Furthermore, the announcement formally includes three highly sensitive graphite items, such as spheroidal graphite, which were previously subject to temporary controls, in the dual-use item export control list. Simultaneously, it cancels the temporary control of five low-sensitive graphite items, including furnace carbon electrodes primarily used in key sectors of the national economy, such as iron and steel, metallurgy, and the chemical industry.

The release of this information has sparked significant discussions among graphite electrode manufacturers and exporters in China, as it is expected to have a notable impact on graphite electrode exports.
